48-hour target as deposits stay open

Binance withdrawals remain suspended while deposits operate normally, leaving Bitcoin holders able to send assets into its global platform without an available crypto withdrawal route out.

The exchange’s Oct. 30 security update estimates the incident’s total impact at around $6 billion. For a holder who wants Bitcoin in a personal wallet or on another venue, an exchange balance and a completed blockchain transfer are different outcomes.

Binance News reports an expectation that withdrawals will resume within 48 hours as the exchange overhauls the withdrawal service and related addresses. CryptoSlate’s Oct. 30 report describes Binance’s latest update as estimating resumption in 45 hours. These are reported restoration estimates; neither establishes a precise verified reopening time.

If the pause continues into the weekend, holders will face price changes while their outgoing transfer route remains closed. Their ability to respond depends on which services their own account can use.

Trading access while Binance withdrawals are paused

Binance Japan’s initial Oct. 30 notice showed how trading and transfer permissions could diverge. It said trading remained available while deposits and withdrawals of all crypto assets were temporarily suspended. The regional business reported no confirmed impact on its customer assets.

Where trading remains available, a customer may be able to sell Bitcoin or change the asset held in an exchange account. That changes market exposure; it does not, by itself, put assets into an external wallet.

Binance Japan subsequently reported normal crypto deposits, trading and fiat movements, while crypto withdrawals remained paused. The earlier notices had described a different position:

Global and Japan notices describe different deposit conditions. Binance’s global update says deposits are normal; Japan’s notice says its crypto deposits are suspended. Customers cannot apply one entity’s announcement to the other or assume that an available trading screen establishes access to every product and transfer service.

In a later Oct. 30 update, Binance Japan said crypto deposits, trading, and fiat deposits and withdrawals were operating normally. Crypto withdrawals remained paused, with resumption expected within 48 hours. Those service confirmations apply to Binance Japan.

The 48-hour guidance is a restoration target during a security overhaul. It does not guarantee simultaneous reopening for every asset, network and account.

The pause in Binance withdrawals also constrains any arbitrage strategy that requires moving coins out of Binance. Arbitrage is the attempt to trade price differences between venues; a route that depends on a suspended withdrawal cannot be completed in the usual sequence.

Traders who already hold balances on more than one venue may have routes that do not require an immediate outgoing transfer from Binance.

The exchange also promises to cover losses using its SAFU fund and company funds, and to publish an updated proof of reserves after remediation.

For service access, the practical evidence would be a completed customer withdrawal, a corresponding blockchain transaction and receipt at the destination. Repeated successful transfers, alongside a clear official description of restored services, would support a broader reopening claim.

The promised reserve update answers a separate question about disclosed asset backing.
